Current Housing Programs

Louden Affordable Housing Program is funded by the U.S. Department of Housing and Urban Development (HUD) through NAHASDA , among other sources. These funds allow the Tribe to provide a variety of housing-related services to qualifying applicants. Currently, Louden offers several programs to tribal members living in or moving to Galena.

  1. Affordable Rental in Tribal Units: Provides subsidized rent in one of the nine tribally owned homes. Usually, the rent charged ranges from $250/mo. up to 15% of the household income.

  2. Rental Assistance in non-tribal units: Provides cash assistance for paying rent in non-tribally owned homes, so the rent paid out-of-pocket doesn’t exceed 15% of the household income.

  3. Down Payment Assistance: Provides up to $15,000 in non-refundable funds to cover closing costs in home purchases.

  4. Home Rehabilitation Assistance: Assists with residential units’ rehabilitation for qualifying homeowners.

What are the requirements to be eligible?

Regardless of the program, to be eligible to receive housing assistance, there are TWO key elements that an applicant MUST meet:

Tribal Enrollment:

An applicant must be a Native Alaskan/Native American to be eligible for benefits. In some specific cases, exceptions are contemplated for Essential Families (educators, health and elderly workers, police officers, etc.)

Income Eligibility

Following Federal regulations, the Median Family Income (MFI) of a household cannot exceed certain limits. These limits are annually adjusted by HUD and followed by Louden Policies. The current values for 2025 are as follow.

For example, a family of FOUR qualifies for full assistance if the total adjusted income of the household is not higher than $91,440/yr. If this HH income is higher than $91,440 but lower than $114,300, it can still receive partial assistance.

Housing Application

Completing the Housing Application is the first step in the process of receiving housing assistance, regardless of the program applied to. In this form, the applicant provides information regarding household income and composition, previous assistance, current living arrangements, tribal enrollment details, etc.

With this information, the Housing Department evaluates the eligibility of each applicant. If eligible, the applicant will be added to the Housing Waiting List. Each applicant is scored to be assigned priority points, which will determine who is assisted first in case of multiple applicants or limited funding. Louden staff will contact you if you are found eligible to move forward with your request.

Be aware that the submission of the application doesn’t guarantee that an applicant is eligible.

Housing is one of the top priorities for Louden. Following our Strategic Planning, Louden has built eight units in Galena for their Affordable Housing Program since 2021, which adds up to one previously owned unit.
